Description

Dog tied up often off of front porch. No shelter and no water. Dog barks at everyone and everything, non stop.

John Bell is the owner of a white mixed breed dog named Sandy. Mr. Bell is remodeling a house across the street from his residence at 700 Monroe Dr. Mr. Bell has been verbally warned of the tether ordinance. Mr. Bell stated he only ties Sandy out on the porch for minutes at a time and that the dog is normally an inside dog.
