Is this the park at Mitchell Libray? I filled that one with plastic red newspaper bags recently, and I enocuraged others to do the same with their own bags. http://seeclickfix.com/issues/204537-mutt-mitts This is a cost-free alternative to having the city pay for mutt mitts.
