Attention residents of our beloved city of Paterson! The following individual goes by the name of Emmanuel Guzman. This individual has been harassing and bullying residences by walking up to them and falsely accusing them of illegal garbage dumping and working construction without a proper permit or with no permit at all. Mr. Emmanuel has been identifying himself as a city inspector during the evening with the following titles: zoning, building, housing, garbage, waste, and parking inspector. At times, the fake inspector tries to intimidate people by saying he's going to issue a summons. And tow cars away if people don't do what he tells him to do. Emmanuel has been reporting to the Person Plus app with the username McNny Vell. Please investigate this issue. He usually targets non-English-speaking people off the first,four, fifthward, mainly Madison Avenue, even though he doesn't speak proper English himself. Thanks; hopefully it gets investigated to my understanding, it’s illegal to take pictures of peoples personal cars and property without their consent. One thing is calling police or the inspector and another is exposing pictures online.
