Currently there is only one curb cut which points north. We need a 2nd one that points west so that bicyclists arriving from Arrowhead Marsh area can easily enter the trail. This individual has also made people across the street at The East Bay SPCA uncomfortable. The unleashed dog has almost been hit by vehicles driving on Hegenberger Loop. Will be an increased concern when school at Lighthouse starts again.
