This wire is tying the lines together but the end of it is hanging down. This looks like a very poor job of trying to get the bottom line off the ground a little more. Is the wire hanging down dangerous? It appears to me that it is possible that it is hot (electrified) since it is touching several lines. It is hanging down far enough where tall vehicles could possibly touch it.

Duke Energy will NOT trim this tree due to the fact that their is NO O/H power line in the area. City of Raleigh, please make it a point to keep this tree trimmed WAY BACK, for it is dangerous at night at the intersection of Old Brick Ct and iron Horse Rd.
