Thank you, @David Coleman - I attempted to call this in on Sunday via OFD Dispatch. After an hour of talking to a few people they told me to call back to 311.

MHJ I have been on hold on the weekend with Oak311 in the past. I have used Oakland fire dispatch for downed traffic signal and issue there were a public safety issue as this is. It has been fortunate that there was not an accident during this long time lapse. What ever system they are using is not working.

The City of Oakland addressed this issue on 08/30/2021, service request #1136526.
