A. The left turn arrow needs to be ONLY at the beginning of the cycle on NB Hennepin at Franklin. Having one at the end of the cycle creates a dangerous "red light trap" situation for SB Hennepin where people may (wrongly) think that both directions are getting a yellow/red light, only to have a car legally turn left in front of them and create T-bone accidents. Please ask the traffic engineers if they have evaluated the safety of this signal timing type, as it has been removed in most cities around the country for the aforementioned reason.
