This could be one big pothole in a way. Shouldn't this street, Fort Alley, be repaved? It looks like it has been neglected for years and there are houses that front this street.

The name of this right-of-way is Fort Aly (why it is spelled that way is unknown).
It is not a street, but a service alley and for this reason the City does not maintain the paved surfaces with the exception of providing minimal upkeep to ensure access by Solid Waste vehicles, when applicable.
There are other examples of this type of alley right-of-way in Raleigh and the City has consistently over the years applied the maintenance policy. The purpose of the policy is that there are limited street maintenace dollars (resources) each year. Maintaining rights-of-way of this type is of lower priority than true public access streets used by the general public, and therefore there is little justification for the expenditure of limited street maintenance dollars.
