Men are here from 1:30am to 3:00 am doing the graffitis which is not Art since so bad and offensive.

Bare/ugly surfaces are graffiti magnets.
I question whether it's worth taking public resources away from other more pressing needs to paint over this graffiti. In all likelihood it will soon be tagged again.
Finding an artist to paint a mural or something more attractive on the freeway wall seems like a more permanent/proactive solution.
