How do you get rid of those free newspaper boxes/racks that are at the bottom of the el steps on the NW corner of Front & Girard. They are the cause of most of this litter. People use the papers for sit-upons, rain hats, etc. The homeless or junkies use it for bedding. Then toss it or leave it behind. Does a neighborhood have any say in where these boxes are placed?
