Excessive speeding on Emcore parkway, daily and at all hours. Cars from dealerships come over and test drive the cars in this area as well, and are speeding. Are there plans to place a traffic camera or radar monitor here to enforce the 25mph speed limit?

Encore Parkway is a public street, so it is available for general public use including vehicle test drives. This is not something the City can prohibit or address.
Camera speed enforcement is not allowed in Georgia outside of designated school zones (Georgia Code O.C.G.A. § 40-14-18). We have, however, advised our Department of Pubic Safety of your concern regarding speeding on the northern section of Encore Parkway.
The City will look at the specified area to determine if the location is appropriate for placement of solar-powered speed limit signs that inform approaching vehicles of the speed they are traveling. In some applications, such signs can influence the behavior of some drivers who may not be paying attention to their vehicles' speedometers and speeding as a result.
