The subject vehicle is not parked in a manner that violates and law or City code. It has a current vehicle tag, is operational, and is registered to an address in front of which it is parked. Thus, the City has no authority in this matter.
You may wish to contact the Homeowners Association to determine if the vehicle being parked in the street is a violation of neighborhood covenants.
