Every Sunday morning for the past 5 weeks people using the park hang out and play loud music in the parking lot. Usually starts at 7 or 8 and can go well into the afternoon. This has not happened with previous groups.

While this does take place at a park, the noises of concern are not such that would meet the exclusions listed in Sec. 12-5004(d) as these noises are not noises normally associated with sporting events. The issue is car stereos of people who hang out in the parking lot.
The loud music is coming from a car stereo (usually a white truck) which is prohibited per 12-5007(p) as the sound is plainly audible at 50 feet. Additionally, the sound levels are above 55 dB(A) at the property line which is the standard for daytime noises per Sec. 12-5003 so even if the noise were not from a stereo it should still be prohibited.
They often have food tents setup, if the vehicles is related to those then the use of their car stereo would be prohibited to attract attention per Sec. 12-5007(k) as well.
If any part of that parking lot is considered a street then it is also prohibited per Sec. 12-5008 and 9-7026 as it is above the sound standard, likely does not have a meter attached, and is on a Sunday.
With this, and the 4 votes, that should provide prima facie evidence that the noise is loud and annoying, frightening, loud and disturbing, unreasonably loud or unnecessary noise per Sec. 12-5009.
I have listed the municipal code sections above (and am happy to list related ordinance sections if necessary), I think they should provide sufficient justification for the City and/or Parks Staff to act.

RPD went to Halifax Park on Sunday to investigate this complaint. The park was checked multiple times by the officer assigned to that area and a supervisor checked as well. There were no car stereos being played and clearly no noise ordinance violations during our assessments.
Officer Moore spoke to a gentleman that helps organize the soccer games and Moore relayed the concerns of this SCF issue. Officer Moore was told that they were not going to play music as part of the event, but in the past they have occasionally played music near the tent that is referenced. RPD will continue monitoring the park and notate patrol activities in the dispatch system so there will be a record of our efforts.
While there is no guarantee of what might occur in the future, on Sunday Oct. 14 there were no noise violation, so we are closing this issue in SeeClickFix. In the future you can always contact the RPD District Office directly.

Still an issue, woke up to my 7:45 car stereo and horns alarm clock.
This has never been an issue in the past, how long will this group be using the park?
