I have not reviewed Traffic Violations of the Georgia Criminal Code since the 80s and 90s; however, based on my earlier understanding, there is not any enforcement to be performed in the traffic situation described. In fact, on many multi-lane divided roads, the left lane (Inner Lane) is considered a Passing Lane, which should only be entered to pass the vehicle ahead of you (without exceeding the posted Speed Limit, of course). It is not a violation to use both lanes to travel this road towards the round-a-bout. However.... it is a violation to prevent a vehicle from merging into traffic when the other vehicle is in a lane which is coming to an end... in fact, doing so can be dangerous to the occupants of both vehicles. Vehicles are required to allow sufficient space between one another to allow for the entry of other vehicles during the course of travel; the geneal rule is one vehicle length for each 10 Mph of speed. You may want to obtain a recent copy of traffic guidelines from a local Department of Motor Vehicles office or refer to a copy of the current Georgia Criminal Code familiarize yourself with current traffic law.
