Bruton Smith Blvd at Weddington Rd is part of a signal system along the Concord Mills Blvd Corridor. The side street issues you're experiencing are the direct result of excessive traffic along the existing roadway. There are several factors that play into the overall coordinated timing at the Weddington intersection: I-85 NB Ramp traffic, westbound Bruton Smith traffic, and east bound Bruton Smith Blvd left turn onto Weddington Rd. These three movements experience the highest amount of traffic demand and therefore dominate the green time. In coordination there is only so much green time to go around. If the eastbound left turn backs up into the into the I-85 NB ramp intersection, the ramp will back up into 70 mph roadway. This produces a very dangerous collision situation that we try heavily try to avoid.
In short, there isn't enough pavement for the amount of vehicle traffic along the corridor. There is coordinated timing in place but there is no perfect timing for this roadway. It's a balance of efficiency and collision avoidance.
I can say there are changes coming with the I-85 widening project. A lane will be added toward the mall from Weddington to I-85 SB Ramp and eastbound Bruton Smith left turn only Weddington will get dual left turn lanes.
