We have a neighbor with three in their yard. They had a petition for all of us to sign. Which we did and now we have chickens cruising the neighborhood. They are in our yard once in a while, but we don't feel bothered. But they sure would be tasty grilled!

This person has only hens, has a permit and did receive neighbors approval. He followed everything he needed per the City of St. Paul.

If the person has a permit, yes, it is legal. Many people have backyard chickens.
