Description

Homeless encampment and possessions in park and sidewalk adjacent to Harrison between Grand and 23rd (on the East side of the street, same side as the Veteren's bldg) and taking over group of benches along the Lake by Harrison just south of Grand Avenue. These materials are encroaching upon the public right of way and preventing use of benches by others, also serves as a water quality and sanitation problem.
