God forbid we make streets safer and accessible to people not in cars.... if anything the pedestrian signal needs to made longer at every intersection

I understand the frustration of the initial poster. When the pedestrian cross signal is on and there is no pedestrian to cross, the traffic is held up for no reason and gets backed up. But this will also cause vehicles that approach that intersection with a yellow or just turned red light to blow past the intersection in order to avoid an unnecessarily long wait time. Cars blow thru the yellow and sit in the intersection just so they don't have to wait, which blocks the traffic coming off the highway and backs that up, or the traffic getting onto the highway or across the overpass causing traffic to back up on Frontage Road to Park Street and back onto College Street, leaving no room for the Columbus Ave traffic to merge, causing a backup onto Columbus and Congress to Howard. And when traffic is backed up on Frontage Road at York, cars sped up to go thru that light. That delay at the intersection of Church and Tower for the pedestrian crossing signal when there are no pedestrians has a ripple effect throughout that whole corridor causing a big stall. Then you have people trying to cross streets in between cars that are stalled in intersections,and crossing in the middle of streets putting themselves at further risk. Poor timing of traffic signals (too much or too little) can cause safety issues for vehicles AND pedestrians.

I apologize if it seems I sometimes 'talk to much' but I travel this area regularly, and that traffic issues caused by 'timing' can sometimes extend farther than what we can see immediately.
