  Own owner of the offensively blighted building doe's not have the authority to to let them park on the street. They have to be moved every 72 hour by law. It is against city building codes to supply them with power. By city code the exterior cannot be left blighted with spray and tagging vandalism. You and as many concerned neighbors need to file complaints with code and blight enforcement 510-238-3381. It can take up to a week for an inspector to out. Keep your complaint number and find out who your inspectors name phone are. They have to give the blighted property owner 30 days to respond not fix the problem. It will take several phone calls.
