  They are unloading another car full of stuff today. There is a pile of wood chips in the middle of everything. All of the people who live there smoke cigarettes on the driveway with all of that debris there.

  Thank you for the update. We are in the process of notifying the property owner about the storage of items in view. The City has no legal ability to prohibit smoking on detached single family residences.

  Both their vehicles returned home at 8am today filled with more furniture, toys, and trash. They have a couch on the curb. Last week, broken eggs were all over the street and driveway. There is a constant flow of vehicles dropping more trash at the home.

  Thank you for the update. Staff checked on the property yesterday morning and found that the amount of items stored in public view has noticeably decreased. There is no law stopping them from bringing personal property/items to a private property. They may bring items to the property, process them for end disposition, and store the items on-site within regulations or store off-site.

  ......also, there is now a "free little pantry" in the front yard, inviting all into our quiet court. Guidelines stress the importance of attaining approval from neighbors before setting up and this was never attempted.

  We'll check with the Planning Department to see if they have any enforceable regulations concerning the Library/Food pantry display. Also, as Westwood Ct is a public street, anyone may come to this street by foot, bike, vehicle, etc.

  I know some people from the City visited the property last week presumably to address this issue. Do you have any updates on the status? The piles continue to grow and a car was unloaded after the visit.

  Did you go out and speak to these "City" people when they were on-site? There was no one from Code Enforcement present.

  A site inspection will be performed the next time I am in the office.

  The neighborhood may want to discuss the prospect of suing the elderly property owner and her son in civil court through a private nuisance lawsuit.

  Daily carloads of new debri being brought
  in by residents and dropped off by general
  public. There has been no attempt at remediation by residents. Any help by the city, short of a civil lawsuit is appreciated.

  Thank you for the update. There is no law that would prohibit your neighbor from bringing items to their property.

  The City issued a notice for the debris in view on 2/28. The City will re-inspect following the passing of the deadline in the notice.

  The residents of this neighborhood would be within their rights to sue the elderly property owner & her adult son as a private nuisance in small claims court. A Superior Court Judge would have far greater leeway on awarding damages and prohibiting activities than the City has the legal ability to regulate.

  Yes, thank you. Both this property and several properties on the street to the south appear to have placed items for donation/collection out at the curb. Staff will check on the property.

  And just FYI, the junk piles have never been removed - the get bigger, a little smaller, bigger and smaller over time. The front entry way usually has a lot of piles too.
