The Party's at 298 ELIZABETH (5th fl) usually begin around 11-Midnight and run till 2-3am...the NOISE last night began at 11:30 and ended sometime after 2am...I do film audio work and the level of the Noise is not to be believed, unless experienced. It is in the rock-concert arena range.
5th Precinct community Council is meeting at the 5th Pct. Stationhouse last Wednesday of each month. If this is a regular happenstance, come and talk to them. YOu can also call 311. Nowadays they keep a record: you can even look up complaints on a map at the 311 website.
