The city will do nothing. I have had good success with walking into the business with a copy of the relevant code, which also states that citizens may remove such signs without penalty. When I "offer" to remove the sign for them, they usually come down. If not, a sturdy pair of bolt-cutters should do the trick. This is a particularly offensive violation.
