The Greater New Haven WPCA has investigated this issue and determined that it does not appear to be connected to any part of the GNHWPCA infrustructure. The Greater New Haven WPCA has notified other utilities to investigate this issue.

The South Central Connecticut Regional Water Authority investigated this issue on 6/12/14. It appeared that the hydrant had been used and that there was residual water left on the ground near the hydrant. We will re-investigate it later today to see if the conditions have changed.

It is not because the hydrant was used, it has been consistently wet there for months.

Yes, it has been like that for months and it smells really bad. Maybe the DEP should look into this, mosquitoes getting into this sewage could be a big problem!
