Please have the city employees who are responsible for addressing this ongoing, horrible problem actually stop and get out of their city paid for cars, walk onto the trail and the large number of criminals who are illegally occupying space in this area will be easier to locate

The code enforcement division of the city planning department will not address illegal encampments on public property. This location is part of the multi use bike and pedestrian trail system and is public property.
It is specifically a public right of way and cant legally be obstructed.

ACS staff is well aware of the problems in this location as the issue has been ongoing for years and years now. They have been "notified" many, many, many times.
ACS has however been completely ineffective at addressing this issue and it has subsequently grown worse.
Send police officers to enforce the laws against these behaviors.
Absolutely nothing has been resolved.

How does ACS consider what they have done to be successful?
Same group of criminals is still illegally occupying space on the multi use bike and pedestrian trail system.
Narcotics trafficking and human trafficking occur constantly.
Trash, vandalism and human debris everywhere.
What's successful about any of this?

PLEASE NOTE

As soon as parks staff left some of the criminals returned to the exact same spot under Carlisle Blvd.
Others simply established their illegal encampments along the trail a couple hundred yards or so to the north.
PLEASE NOTE
They are still obstructing a public right of way. Commuter cyclists after 6pm and before 6am are still in danger.

I feared that pausing while i attempted to commute through this area via bicycle today to take pictures would have put me in danger from these criminals but i can assure you that they are still illegally occupying space under Carlisle Blvd.
there is also an illegal encampment about 100 yards to the east along the path.
Nothing has been resolved.
