Because the street is private, the HOA does have the authority to add speed bumps, etc.; however, there are some guidelines that have to be followed to ensure that emergency vehicles (especially fire trucks) are able to access homes within the neighborhood. You can speak with John Maloney in our Engineering / Public Works Department (jmaloney@alpharetta.ga.us) with respect to the height and width standard that the City uses for speed bumps, which would ensure accessibility. The HOA does have the ability to modify the speed limit on the street; however, City police officers are, by law, not able to run radar to enforce those limits.
There is not a written guide published that outlines the rights and responsibilities associated with private streets. Article 3, Section 3.5.6 (found at http://www.alpharetta.ga.us/index.php?m=publications&id=17&issue=18) of the Alpharetta Unified Development Code does address private streets and the process by which a subdivision can establish private streets.
