This house has been an ongoing safety concern. It is an optimal example of urban blight, neglect, and an overall disregard for the neighborhood. The owners name is Sarin Lay. He presently has over 18k in back taxes on the property.
I have a trail of e-mails from L & I basically stating that they are going to do nothing about it. I informed L & I that when some one is killed on that NW corner of 8 and Federal that I would be releasing those e-mails to the newspaper. They didn't seem too concerned.

Hi, I write a column for the Daily News about city services (philly.com/cityhowl). Did a quick Municipal Court records search and found that back in 2003, L&I took the owner (Sarin Lay) to court over another property (603 Wolf St, which is now owned by Peter Lay). L&I didn't take property owners to court back then unless things were REALLY bad so it must have been dangerous.
The city also took Sarin Lay to court twice over unpaid real estate taxes. All three cases were dismissed because the city wasn't able to serve the owner.

I haven't seen the property but if it is a bad as you guys are saying it is, L&I would give the owner 3 chances (90 days total) to comply before taking them to court.
