There is utility equipment belonging to either a cable TV or telephone service provider that is laying on the ground. The equipment is on the side of the road just laying on the dirt. It is connected to a live line but not properly mounted onto a pole nor contained inside an enclosure. Very 3rd world; typical of Charlotte!
