Fully agreed on this, as I encounter this same issue at roughly the same time during weekdays. Unfortunately, you do have cars exiting the shopping center, as they're using the shopping center as a cut-through from Old Morris Road to avoid the lights at Morris/Deerfield and Deerfield/Windward. If anything, I'd suggest significantly extending the time before any sensors at the shopping center trigger the green for the shopping center before ~7 a.m. This will both improve flow on Windward and discourage cut-throughs from Old Morris.
