So u r telling me that a business in the HEART of downtown where everyone walks by can leave old dead potted plants full of mosquito water and cigarette butts for everyone to walk by. What a great image of the city!!!!

Fayetteville Street is a showplace in Raleigh for Visitors. This is not an inspections issue. I think the downtown advocacy groups should weigh in on this issue.
