Consider that someone might have recently moved here or is renting a car.

My family and I don’t own a car, and have been renting cars from Avis during the pandemic. Usually these cars have out of state plates, and when we need to park on the street we use our visitor pass. So in my case our car looks like some out of state visitor parked on the street, but it’s really my family’s rental car.

Maybe consider that the situation with the car on your street could be similar and the person is not being nefarious.

No this car is own by a person who visits a person on this street. Also you should always place your visitor’s pass on the dashboard. Rented car or not. I paid for a sticker and a visitor pass so I follow the laws of our fair city. I also rent cars for long distance travel. I place the pass on dashboard.
