Male driver, middle 20's, half beard, unkept hair, couldn't see back seats tint too dark...but I seen the van turn from Phoenix to Adams (coming from the west turning north on Adams, then turned east on Clarmont) and then he seen me and kept up speed. As to not let me get a good read on the plate or him.
