Trash in the street

The amount of trash inside the neighborhood that had blown there from the dumpsters was ridiculous this morning. There was a man this morning picking up trash in the shopping center parking lot, but he clearly wasn't going to pick up what was left in our neighborhood.

Really disappointed that this has not been adequately addressed and is a continuous problem. Is there anything we can do as a neighborhood to accelerate the solution? Very frustrating.

Something needs to be done to enforce trash clean-up by the individuals who use the shopping center lot for events on the weekends. Again, there is trash that was leftover from one of their events that has blown into the road and my neighborhood.

Does anyone else think we might get a better response if we contact the local media? I'm honestly fed up with this non-responsiveness and all the un organized events there. I bet if this was Cary it would be nipped in the bud like yesterday.

If anyone has contacts to local media we should report ASAP. That would be a great place to start.

Very frustrated as well. If the City of Raleigh inspector would visit on a freaking Monday like we've constinuously asked they would see the problem. Rather they visit each time after the dumpster has been emptied and then close the issue. How is it not mandatory that this shopping center must have dumpster enclosures? I doubt the shopping center nor the City of Raleigh would like it if we dropped off our trash on their property.

I could not agree more with Doug. This issue has been opened and reported countless times and multiple pictures have also been posted and yet each time the issue is closed the City of Raleigh with no results. It is absolutley disgusting! Every time I turn onto Chapanoke to come home I drive through trash in streets and see it littered all over each side. City of Raleigh: THIS IS A PROBLEM! What do you not understand??? Most people do not think its appropriate to live in a neighborhood filled with trash laying everywhere. Why does the City continue to ignore this problem?? Make them put up enclousures or be accountable for the disgusting trash that is contaminating our neighborhood. This is not a complicated issue. If anyone does find additional resources/outlets to report this to I will also be happy to share my frustration. Reporting this issue on SeeClickFix has accomplished absolutley nothing and clearly the City of Raleigh thinks its acceptable for people to spread their garbage all over parking lots and streets to blow into neighborhoods.

The shopping center is responsible for the dumpster and activities such as the festival that take place on it's property. Public activities like festivals generate tremendous amounts of litter and ultimately responsibility for cleaning it up and being a good neighbor rests on the owner. Littering is a crime defined by NC General Statute § 14‑399.

If the organization and individuals listed below are not directly responsible, is it their responsibility to police their lessees and use of the property?

The bigger issue as I see it is whether or not the shopping center is pulling special event permits for all of these events. We all moved into a neighborhood near a strip center. We did NOT move in next to a fairgrounds or makeshift soccer complex as it's consistently used for. City of Raleigh - please look into the application, and issuance, or lack thereof, of special events permits for this center and put this whole issue to rest by closing this down.

The original complaint was "trash all down Chapanoke road" and "trash is blowing its way into the nearby neighborhood."

Is any component of this complaint related to the festival? or related to amplified music?

If so, I want no part of the complaint. The group hosting the festival and allow their property to be used by the community for soccer have just as much right conduct these activities as any other group such as a church, cancer fundraiser, or even home owners association. The lessees and owners of 421 Chapanoke may not be the best neighbors, but they were here first.

As to amplified music, sound travels far over flat land without many trees. It seemed reasonable and graciously stopped early. Many outdoor amplified entertainment permits near residential areas allow music until 11:00PM. At least one in downtown Raleigh near 1000's of residential units permits amplified entertainment until 2:00am. Yes... 2:00am. I appreciate the music ending early.

The City of Raleigh is not at fault. Why does anyone think the city is responsible?

The holder of the entertainment permit was required to clean up by the next morning and the property owner has similar responsibilities addressed in the previous post.

Waste Industries - owns the dumpster and presumably empties it as contracted and directed by their client. Obviously I don't know when is on Waste Industries agreement with their client, but these agreements usually prohibit overfilling the dumpster and make it clear they are not responsible for cleaning up around the dumpster. So... Can we also agree the liter is not Waste Industries fault?

After very short inspection, I found the dumpster over full again with bags of trash hanging out of the top. It is very likely that much of this trash will not make it into the truck and wind will blow it all over the place.

This is serious and intentional littering (maybe in excess of 15lbs). This is the problem. The attached image of the 421 Chapanoke dumpster was taken at 7:54PM 5/6/2013.

if you do not like it buy the property and bulldoze it (replace it with more housing ?)

The dumpsters have been emptied now so Raleigh I assume you will be by any day now to find to report you couldn't find any problems??

It's evident that we have some folks that have constructive suggestions and others who don't.

The Housing & Environmental Division has responded. We will monitor this through next week and gather documentation. The trash in the dumpster is not a violation of our code even though it is protruding over the top. As long as it isn’t on the ground there isn’t much we can do. Typically when we make our inspection on Monday morning there may be a bag or box beside the dumpster which is very minor. Management usually removes what is on the ground that very day. It appears there may be an issue with the festivities that are being held over the weekend, which might explain the scattered litter, however once the litter is in the street or blown to another lot we can only address that particular lot and there must be a concentration of litter. I will go out to this site over the weekend to get a better understanding of what is happening that may be causing some of the issues. I am not convinced that the litter is coming from the dumpster. Compounding this problem are the soccer activities over the weekend. The area by the dumpsters is used for youth soccer. Afterwards, some attempt seems to be made to pick up most of the bottles and garbage. The opposite end of the shopping center, however, has adult soccer games every weekend, and a large amount of debris is left there after each series of games which, in turn, blows into the Strayer & Golden Corral's parking lots and into the Renaissance Park playground and clubhouse areas.

COR, any update on this? Been a while since something was said.

trash was on the ground again as of last Saturday (July 20th 2013) time to start ISSUING FINES AGAINST THE PROPERTY OWNER, who will then out of corporate greed see that the area is cleaned up !!!
(see, greed can be manipulated in COR's favor through fines to get what we
[through COR] want done - that is having the trash picked up by the property owners agents)

An inspector inspected the property on 7/30/13 and found no violations at this time.

You are thus creating a dangerous situation in Raleigh whereby people might get so frustrated that they might do something they would not otherwise do (cue FBI, ATF, Homeland Security etc) remember COR you WORK FOR US not the other way around ...

This continues to be a problem and the area in the woods across from the shopping center (the area that collects all the trash behind auto zone) needs to be picked up again.

This is inaccurate information. The City is not contemplating any changes to the use of SeeClickFix. We encourage all citizens to use this tool. It is very close and has drifted to the entrance of the neighborhood again. This has happened OVER AND OVER AND OVER AGAIN

An inspector inspected the property on 10/16/13 and found no violations at this time that would substantiate a notice. Staff will continue to monitor the area on a weekly basis.
