A shopping cart full of large amount of water bottle packages were found by the BottleDrop operated bottle return area of Hawthorne Fred Meyer. In Oregon, vagrants and transients, whom often receive EBT often purchase large number of bottled water on food stamps and dump them out to illegally obtain cash for dope money.

A presence of large quantity of bottled water caps and/or packaging is a tell tale evidence of such fraud taking place.
