This is a common problem in downtown raleigh. do a study and look at how many people turn right from a straight lane when there is a bike lane on the right of the road. Drivers are supposed to merge through the bike lane into the right lane to turn right, but MANY MANY MANY drivers dont do this. It has caused me so many near misses when drivers just suddenly turn right, cutting in front of me as I try to turn right from the actual right turn lane. Its like many people dont realize that the parking stops and the rightmost area turns into a right turn lane. This is why the bike lane line becomes broken at the intersection area to indicate cars can move over and turn right. Today someone got very aggressive with me and upset me greatly when I tried to explain. Maybe the city should paint arrows on the road to indicate what lane you should be in to turn?
