homeless vagrant illegally setup a tent in the Collins Circle again and was seen using fire inside its tent. The city fails to keep same locations from repeatedly getting taken over by vagrants. This location experienced vagrant occupancy issues February through March, only to have it relapse.

See the first picture. The vagrant is using fire inside the tent. If the tent catches on fire, trees, nearby vehicles and other things in the neighborhood can get damaged. Gosh.

Jan 13th, transient activity started.
Jan 29th, transient encampment became full time. From this point on, complaints started to stack up.
Mid march - grew to three tents and the first camper caused a huge mess.
March 25th, finally gone. It has taken TWO MONTHS for them to remove it.
Around end of April 2019, tents showed up and started to flared up to six tents. Calls for police service also flared up.
May 29, 2019. Vagrant tents gone. Trash behind. Based on prior pattern, I predict the area will re-infest after 3-4 weeks.

It was verified on April 15, 2020 that infestation has receded. but re-infestation was observed on May 10, 2020. Vagrant infestation is like herpes. Once a spot is infested, same spots seem to relapse repeatedly.
In march 2019, The City Auditor's office found HUCIRP fails at properly prioritizing things and recommended improving communications to the public about transient encampment complaints with status updates. 14 months later, they haven't heeded the recommendation and the public is left in the dark about what HUCIRP is up to.
