Transient/vagrant related

Jan 13th, transient activity started.
Jan 29th, transient encampment became full time. From this point on, complaints started to stack up.
Mid march - grew to three tents and the first camper caused a huge mess.
March 25th, finally gone. It has taken TWO MONTHS for them to remove it.

Around end of April 2019, tents showed up and started to flared up to six tents. Calls for police service also flared up.

May 29, 2019. Vagrant tents gone. Trash behind. Based on prior pattern, I predict the area will re-infest after 3-4 weeks.

temporarily resolved. Some of the shrubs cleared affording better visibility into vagrant activity. Given previous pattern, I'd give it 2-3 more weeks before tents pop up and the whole cycle restarts.

I was spot on. Infestation relapsed. Right around the two week mark.

Vagrant tent camp returned 3/10/2020. This Portland Bureau of Transportation (PBOT) owned land remained tent camp free for about 9 weeks before it was infested again. Given the way OMF's HUCIRP operates, tent camp will likely remain for about a month or two (very predictably), a lot of heroin/meth activities will occur, and they will post it only after it looks like post-apocalypse.

There are now several bicycles and homeless vagrants coming and going all hours of the day.

It was verified on April 15, 2020 that infestation has receded. but re-infestation was observed on May 10, 2020. Vagrant infestation is like herpes. Once a spot is infested, same spots seem to relapse repeatedly.

In march 2019, The City Auditor's office found HUCIRP fails at properly prioritizing things and recommended improving communications to the public about transient encampment complaints with status updates. 14 months later, they haven't heeded the recommendation and the public is left in the dark about what HUCIRP is up to.

Transient & vagrant related

There's a ripple effect with the homeless taking liberties while police are stuck doing riot-control. But cold weather may tamp down the worst behavior in both groups.

There's a problem of conflict-of-interest. I think HUCIRP program is dangerously incompetent from the point of view of regular Portlanders. I feel that they're designed to drum up the homeless services industry's business interest in the burgeoning social enterprise industry. Did you hear about the extension of five year contract with Rapid Response for $22 million? Surely that guy Lance Hamel is making more than the 70% percentile and his company is making a fortune from ongoing vagrancy in our city.

Heather Hafer from the City of Portland Office of Management and Finance whined about vagrant porta-pottie opposing constituents showing up to front of her house. I don't understand how she finds that bothersome when somehow people are expect to having this crap show up around their homes.

OMF-FU.KUP finally posted the campsite. The site will become infested with transients in a matter of week or two again, because that is just how OMF-HUCIRP operates.
